Pour cette \u00e9tude, les donn\u00e9es ont \u00e9t\u00e9 obtenues \u00e0 partir de sources multiples :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>L&#8217;<a href=\"https:\/\/www.internationalbudget.org\/open-budget-survey\/\" target=\"_blank\" rel=\"noopener\">enqu\u00eate sur le budget ouvert<\/a> (OBS) du <a href=\"https:\/\/www.internationalbudget.org\/\" target=\"_blank\" rel=\"noopener\">Partenariat international pour le budget<\/a> (IBP) mesure la transparence d&#8217;un pays en \u00e9valuant le processus budg\u00e9taire dans trois domaines importants : la transparence du budget, la participation du public et le contr\u00f4le. Certaines conclusions de l&#8217;OBS 2019 indiquent qu&#8217;une proc\u00e9dure budg\u00e9taire transparente est essentielle pour contr\u00f4ler les d\u00e9penses, projeter les r\u00e9sultats publics, lutter contre la corruption et atteindre les objectifs de d\u00e9veloppement durable.<\/li>\n\n\n\n<li>L&#8217;<a href=\"https:\/\/www.transparency.org\/en\/cpi\" target=\"_blank\" rel=\"noopener\">indice de perception de la corruption (IPC<\/a> ), publi\u00e9 chaque ann\u00e9e par <a href=\"https:\/\/www.transparency.org\/en\/\" target=\"_blank\" rel=\"noopener\">Transparency International<\/a>, classe les pays en fonction de la perception de la corruption de leur secteur public. Il s&#8217;agit d&#8217;un indice composite qui illustre la corruption sur une \u00e9chelle de 0 \u00e0 100. Plus le score est bas, plus le pays est per\u00e7u comme corrompu.<\/li>\n\n\n\n<li>Le <a href=\"https:\/\/rsf.org\/en\/ranking\" target=\"_blank\" rel=\"noopener\">classement mondial de la libert\u00e9 de la presse<\/a> (PFI) classe chaque ann\u00e9e les pays sur la base de l&#8217;\u00e9valuation par <a href=\"https:\/\/rsf.org\/en\" target=\"_blank\" rel=\"noopener\">Reporters sans fronti\u00e8res<\/a> de la situation de la libert\u00e9 de la presse, qui vise \u00e0 refl\u00e9ter le degr\u00e9 de libert\u00e9 dont jouissent les journalistes et les organismes d&#8217;information dans chaque pays. Plus le score est \u00e9lev\u00e9, moins le pays est per\u00e7u comme ayant une libert\u00e9 des m\u00e9dias.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Analyse des donn\u00e9es<\/strong><\/h2>\n\n\n\n<p>Les premi\u00e8res consid\u00e9rations sur les donn\u00e9es ont conduit \u00e0 une analyse plus approfondie des relations entre cinq variables :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Contr\u00f4le de l&#8217;ISC (ISC) ;<\/li>\n\n\n\n<li>Contr\u00f4le l\u00e9gislatif (LEG) ;<\/li>\n\n\n\n<li>Participation du public (PP) ;<\/li>\n\n\n\n<li>les scores de l&#8217;IPC ; et<\/li>\n\n\n\n<li>Les scores PFI.<\/li>\n<\/ul>\n\n\n\n<p>La mod\u00e9lisation par r\u00e9gression simple appliqu\u00e9e \u00e0 l&#8217;aide d&#8217;un logiciel statistique sp\u00e9cialis\u00e9 a permis de faire correspondre les donn\u00e9es brutes &#8211; les pays disposant de donn\u00e9es compl\u00e8tes pour toutes les variables ont \u00e9t\u00e9 conserv\u00e9s, tandis que ceux pour lesquels des informations manquaient pour certaines variables ont \u00e9t\u00e9 supprim\u00e9s.<\/p>\n\n\n\n<p>Apr\u00e8s la phase initiale d&#8217;\u00e9valuation des donn\u00e9es, il restait 111 pays \u00e0 analyser. La mod\u00e9lisation de la r\u00e9gression et la technique pas \u00e0 pas ont \u00e9t\u00e9 utilis\u00e9es pour d\u00e9terminer les facteurs les plus susceptibles d&#8217;influencer la force d&#8217;une ISC dans la promotion de la transparence et ceux qui sont les plus susceptibles d&#8217;affecter la transparence nationale.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>R\u00e9sultats<\/strong><\/h2>\n\n\n\n<p><em><strong>Facteurs influen\u00e7ant la force des ISC dans la promotion de la transparence<\/strong><\/em><br>L&#8217;\u00e9tude a mis en \u00e9vidence trois variables pr\u00e9dictives qui contribuent de mani\u00e8re significative \u00e0 la capacit\u00e9 d&#8217;une ISC \u00e0 promouvoir la transparence. Ces variables (de la plus influente \u00e0 la moins influente) sont le niveau de contr\u00f4le l\u00e9gislatif (LEG), l&#8217;engagement public (PP) dans le processus budg\u00e9taire et le degr\u00e9 de transparence nationale (CPI).<\/p>\n\n\n\n<p><em><strong>Facteurs affectant la transparence nationale<\/strong><\/em><br>Les r\u00e9sultats ont r\u00e9v\u00e9l\u00e9 que les scores PFI et SAI sont consid\u00e9rablement li\u00e9s aux scores CPI. Par exemple, le score IPC (niveau de transparence du pays) \u00e9tait cens\u00e9 diminuer \u00e0 mesure que les valeurs de libert\u00e9 des m\u00e9dias augmentaient.
