Jes\u00fas Rodr\u00edguez, Pr\u00e4sident des argentinischen Rechnungshofs, hat den vierten Index f\u00fcr die Verf\u00fcgbarkeit von Informationen f\u00fcr die B\u00fcrger \u00fcber die Verwaltung der ORKB (IDIGI-EFS 2021) erstellt. Die zivilgesellschaftliche Organisation Corporaci\u00f3n Acci\u00f3n Ciudadana Colombia (AC-Colombia) trug zu diesen Bem\u00fchungen bei.<\/p>\n\n\n\n<p>IDIGI-EFS misst, inwieweit die ORKB der \u00d6ffentlichkeit auf ihren Websites Informationen zu einer Reihe von Themen zur Verf\u00fcgung stellen, darunter institutioneller Rahmen und Kontrollen, Umfang und Ergebnisse von Pr\u00fcfungen sowie Rechenschaftspflicht. Die Verf\u00fcgbarkeit dieser Art von Informationen ist der Schl\u00fcssel f\u00fcr die F\u00e4higkeit der B\u00fcrger, die Regierungen zur Verantwortung zu ziehen. Der Index 2021 ergab, dass die ORKB von Brasilien, Chile, Kolumbien, Guatemala, Mexiko und Peru in diesem Bereich f\u00fchrend sind.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"http:\/\/intosaijournal.org\/wp-content\/uploads\/2022\/01\/IDIGI-EFS-figure-1-general-results.jpg\" alt=\"\" class=\"wp-image-23698\"\/><\/figure>\n\n\n\n<p>Der regionale Durchschnitt der Informationsverf\u00fcgbarkeit der ORKB lag bei fast 85 Prozent, was einem Anstieg von etwa 33 Prozent gegen\u00fcber dem regionalen Durchschnitt des ersten Index im Jahr 2017 entspricht.<\/p>\n\n\n\n<p>F\u00fcnf Prozent der OLACEFS-ORKB verf\u00fcgten 2017 \u00fcber ein hohes Ma\u00df an Informationsverf\u00fcgbarkeit, 2021 werden es 64 Prozent sein. Ebenso wiesen im Jahr 2017 55 Prozent der ORKB der Region ein niedriges Niveau der Informationsverf\u00fcgbarkeit auf, w\u00e4hrend dies im Jahr 2021 nur noch 9 Prozent sein werden.<\/p>\n\n\n\n<figure class=\"wp-block-image aligncenter\"><img decoding=\"async\" src=\"http:\/\/intosaijournal.org\/wp-content\/uploads\/2022\/01\/IDIGI-EFS-figure-3-info-availability.jpg\" alt=\"\" class=\"wp-image-23699\"\/><\/figure>\n\n\n\n<p>Der Index 2021 bewertete auch die Verf\u00fcgbarkeit von Informationen \u00fcber die Pr\u00fcfung der staatlichen Ausgaben f\u00fcr die COVID-19-Pandemie. Der Index ergab einen regionalen Durchschnitt von fast 65 Prozent f\u00fcr die Verf\u00fcgbarkeit dieser Art von Informationen &#8211; ein mittlerer Wert, was bedeutet, dass die verf\u00fcgbaren Informationen grundlegende Informationen liefern, um die Kontrolle der B\u00fcrger zu erleichtern. Sieben ORKB &#8211; aus Argentinien, Brasilien, Chile, Kolumbien, Guatemala, Mexiko und Peru &#8211; stellten umfangreiche COVID-19-Informationen zur Verf\u00fcgung.<\/p>\n\n\n\n<p>Die regionalen ORKB haben Fortschritte bei der Entwicklung innovativer Strategien zur Vermittlung von Pr\u00fcfungsergebnissen an die \u00d6ffentlichkeit gemacht. Es muss jedoch noch mehr getan werden, um die Zusammenarbeit zwischen den gepr\u00fcften Stellen, den B\u00fcrgern und anderen Beteiligten zu verst\u00e4rken, um die Wirkung der Pr\u00fcfungen zu erh\u00f6hen und die Qualit\u00e4t der staatlichen Dienstleistungen zu verbessern.<\/p>\n\n\n\n<p>IDIGI-EFS hat sich als ein wichtiges Instrument erwiesen, um die ORKB der Region zu ermutigen, den Zugang der \u00d6ffentlichkeit zu Informationen weiter auszubauen. Diese Bem\u00fchungen, die anderen Mitgliedern der INTOSAI-Gemeinschaft als gute Praxis dienen k\u00f6nnen, liefern auch wertvolle Beitr\u00e4ge zum <a href=\"https:\/\/www.idi.no\/work-streams\/well-governed-sais\/sai-pmf\">Rahmen f\u00fcr die Leistungsmessung der ORKB<\/a>.
